Statement from Lisa D. T. Rice, ANC commissioner and Proposer of the Make All Votes Act of 2024:

“On Friday, June 16, 2023, based on the advisory opinions the campaign has received from the Office of General Counsel of the District Council and the Office of the Attorney General, the campaign withdrew and re-submitted revised legislative text with an applicability clause that clarifies that the ballot initiative is subject to appropriations. By withdrawing and resubmitting the Make All Votes Count Act of 2024, we anticipate that the proper subject matter determination hearing will likely take place at next month’s meeting of the DC Board of Elections. We’ve given ourselves plenty of time to go through the full administration process and we are confident the initiative will ultimately be on the general election ballot in 2024! We did this because we want the voters to decide on these proven reforms that hold politicians accountable and stop DC voter suppression: Ranked Choice Voting and Open Primaries.”
